Temporary booster pump station mechanical problems. Power failures at the Ranney Well, causing pumps to fail. Lightning and additional storm damage at the treatment plant after the initial flood damage. Loss of Internet, which is used for contact with regulatory agencies and real-time exchange of information with material suppliers, testing laboratories and vendors. Water main break in the northeast section of the city, which required a shift of city staff to repair. Transfer pump valve failure at the Massey View pump station.

As of Wednesday, the treatment plant has produced a minimum amount of chlorinated water, which has been pumped into the distribution system. The high-service pumps are being tested and still require some electrical modifications but are operating in temporary mode at this time. Water sampling will continue each day in order to return key operational process units back to production.

Disinfection and testing has progressed well so far with additional filters being cleared for production each day.

Distribution system chlorine sampling will begin soon and bacteriological sampling will then follow.

The efforts to restore the water treatment plant back to normal operation have been remarkable. The extensive know-ledge of contractors and the operational staff of the city utility department have allowed the treatment plant to begin processing water within 11 days from the date of flooding.  The city appreciates the patience and cooperative efforts of each water customer to conserve water during this time of emergency.

Overview of situation

 

Progress continues at the water treatment plant in completing flood damage repairs caused by flooding on June 18. We appreciate everyone's patience and understanding as we work to restore potable water for customers of the city of Jacksonville and satellite water systems.

Because of the high floodwater level in the water treatment plant, the majority of primary process and water treatment equipment was submerged for a period of 10 to 12 hours before floodwaters receded. When the treatment plant was safe to enter, work began to remove water from the building for access and evaluation of mechanical equipment.

The majority of key treatment components were inundated with floodwaters and required cleaning, rehabilitation, or complete replacement, depending on severity of the damage. Critical components submerged during this period include: Electrical equipment, including high-voltage transformers, building distribution circuits, lights, outlets, variable frequency drives and control equipment; raw water and finished water valves and actuators; flow meters; 12 gravity sand filters and associated controls and valves; Air compressors used for process equipment control; air blower for filter air scour; turbidity monitors; chlorine monitors; water testing laboratory; four high service pumps and motor; two finished water clearwells totaling 550,000 gallons of potable water storage; equipment manuals and technical drawings; restroom facilities; work shop and equipment; heating / ventilation / air Conditioning equipment.
