To start in second semester, the pilot is expected to lead next year to a full-blown quality verification system whereby final-year work in every discipline would be sampled across the eight institutions in a five-year cycle.

It is an initiative intended to complement, even influence, the monitoring of academic standards by the new Tertiary Education Quality and Standards Agency.

Professor Pattison said the Go8 system would turn out reports showing the proportion of sampled final year work that was above, below or at the standard expected, as well as commentary on the suitability of assessment.

Universities would publish these reports on their websites.

The reports might be used by institutions to show they met whatever teaching and learning standards TEQSA set, Professor Pattison said.

The pilot would begin with physics, history, psychology, accounting and chemistry.

External reviewers, ultimately including overseas experts, would vet at least 25 per of final-year assessment tasks in a given discipline. This would allow comparisons to be made across

institutions, confirming, for example, what a "first-class piece of history looks like", Professor Pattison said.

"The idea is to look at a subject within the context of a whole degree, and the kinds of learning outcomes you expect to achieve," she said.

"It is very much intended to be a process that will lead people to think about assessment and possibly improve assessment practices."

Professor Pattison said the new system would involve a "light touch" approach to quality assurance. "It's a sample of work from a sample of subjects, a single external reviewer [per discipline, per institution]," she said.

"I don't think it could be any more light touch than that and still do anything meaningful."

The Go8 has been apprehensive about intrusive regulation at odds with university autonomy.
