PARKERSBURG - After setting aside carryover to pay bills, funds for justice center bond payments and allocating some funds for savings, Wood County commissioners distributed more than $150,000 to area nonprofits, parks, sports and recreation groups for projects and improvements.

The county's ending balance was around $1.65 million. The county budget year runs from July 1 to June 30.

Of that total, $900,000 will be carryover, $300,000 will go toward the justice center bond payoff; $30,000, a portion of the health care savings realized by the county, will be given back to county employees in a one-time pay increase; another $6,500 to sheriff's department deputies who did not receive the longevity pay raise allocated in the new budget for the other county employees; $40,000 will go to replace radio equipment in the sheriff's office; and $200,000 was set aside for savings.

Commissioners approved $9,000 to retrofit a 15-passenger van, which is being transferred from the Community Corrections Day Report Center for use by the sheriff's department.

"We aren't going to see the savings from consolidating three buildings into one in the justice center until two of those other buildings are demolished, so we aren't going to have that money available this year. Last year at this time we had about $300,000 to fund county officials requests and requests from outside agencies. This year it was closer to $150,000, so we toned it down a good bit," commission President Blair Couch said. The justice center will house the sheriff's law enforcement offices, magistrate's court and holding center.

"We sharpened our pencils on a lot of the ending year requests. We really didn't give the sheriff a lot of what he asked for; we did not fund the license plate reader. We are going to have to expend some funds to outfit the sheriff's department's offices in the new building, furniture and fixtures. We may need to do that as early as October," Couch said.

"They can also look at grants," Commissioner Steve Gainer said of the sheriff's department requests.

Entities receiving funds from the ending balance included $30,000 for the Mid-Ohio Valley Regional Airport: $10,000 for marketing; $20,000 for Mountwood Park to pay for roof repairs at Pressley Ridge and another $5,000 for a dog park; $3,000 for work at the airport offices of the Wood County communicator group; $2,500 for the Court-Appointed Special Advocate group; $5,000 for Project Lifesaver; $7,500 for 4-H camp; $1,000 for the Gathering at Sweet Creek music festival; $7,000 for Parkersburg Homecoming; $2,500 for the Red Cross of the Mid-Ohio Valley; $10,000 for Henderson Hall; $8,000 for Smoot Theatre for energy efficiency upgrades; up to $10,000 to assist for paving of fields, Vienna Recreation, host to the West Virginia Secondary Schools Activities Commission softball tournament; Wood County Sports, $5,000 for field improvements and operating expenses at Godbey fields, and $5,000 for the scoreboard at Hank Greenburg field; $5,000 for the Kids First Program of the Family Crisis and Intervention Center; $2,500 for the Multi-Cultural Festival; $5,000, Veterans Museum; $5,000, Parkersburg High School Big Red Band trip for Sept. 11.

Ohio woman files age, disability lawsuit against Wood County ...

In November 2007, a woman reportedly applied for a job as a dispatcher with the Wood County Sheriff's office. By the middle of 2007, she says she was offered a position with the agency, pending successful completion of a background check. The woman claims the background check included false information. Subsequently the woman's name was removed for consideration for the position.

The 50-year-old Perrysburg woman was now filed an Ohio employment discrimination lawsuit against the sheriff's office alleging claims age and disability discrimination. The lawsuit alleges the agency engaged in discrimination during the hiring process.

The woman's lawsuit claims the agency removed her from consideration after a background check falsely said the woman had a police record and "tried to commit suicide." She says that information is false.

She further says in her lawsuit that sheriff's office pre-employment records later provided to the woman make no mention of a criminal record or suicide attempt. In her Ohio age discrimination lawsuit, the woman says the person ultimately hired was substantially younger and may actually have a criminal record, according to the discrimination lawsuit.

The woman says an Equal Employment Opportunity Commission investigation indicates the agency learned the woman was a cancer survivor before she was rejected as a potential new employee. The woman claims the EEOC determined the agency decided not to hire the woman due to her age and disability, or perceived disability as a breast cancer survivor.

The woman says the EEOC determined in February 2010, the evidence supports claims under the Age Discrimination and Employment Act and the Americans with Disabilities Act. The woman filed the lawsuit in Toledo, seeking compensatory and punitive damages.
