THE FAMILY of Eric Radcliff, 22, grew frustrated waiting to find out details of exactly what led police to fatally shoot him in May after he allegedly killed an insurance salesman during an attempted robbery in Olney.

The anger grew into a demonstration fueled by allegations of police brutality, eroding an already fragile relationship between police and citizens.

Hoping to smooth things over, William Johnson, executive director of the Police Advisory Commission, called the department's Internal Affairs office last month to coordinate a meeting with the family.

His brother picked up the phone.

The brothers Johnson - William, 54, and Stephen, 59, a deputy police commissioner and director of the Internal Affairs Department - are at the forefront of efforts to improve the relationship between police and the communities they serve.

While the advisory commission is a civilian-oversight organization whose authority stops short of directly holding the Police Department accountable for officers' conduct, it works to recommend ways to smooth rough patches between police and civilians.

Improving that relationship, the Johnsons said, is made easier because of their own.

"It's not uncommon for me to call my brother, and vice versa, if there is something that we can resolve without going through a formal process," Stephen Johnson said. "At the end of the day, we're not going to be doing this forever, but we're going to be blood forever."

But not everyone is comfortable with the relationship. Some have asked how close is too close when the director of a public-oversight committee is working as his brother's keeper.

 

Something to brag about

If you've filed a complaint against a police officer, or been on probation, parole or in court, the Johnson family has likely touched part of your life.

Their father, James, spent 23 years in the Police Department, serving in West Philadelphia's 19th District, the Highway Patrol, Narcotics and in City Hall before retiring in 1980. He died in 2008.

Their brother Frank is a court-records supervisor, and brother James, whom relatives call "Rock," works as a probation-and-parole officer. Rock also coaches the Cobbs Creek Cubs, the Little League team on which the brothers played as children, coached by their dad. Their sister, Joanne, once worked part time for the city bail commissioner.

He said he made the purchase on behalf of his son, James Smith of Kingsland, Ga. It was a bittersweet morning for brothers Harold, Royce and Wayne Johnson, whose family had owned the bridge since 1973. “It's a little sad,” Harold Johnson said.
